NCE 2027 Changes: New Format, Domains, and Scaled Score Explained

By · 8 min read · Exam basics

NBCC has published the specifications for a new National Counselor Examination that takes effect on July 1, 2027[1]. The short version: fewer questions, three answer options instead of four, six new domains with new weights, review allowed within each half, and a scaled score from 100–500 with 360 passing. The testing time and the way the passing standard is set stay the same. This post compares the two forms line by line, walks through what the new domains contain, and ends with what to change in your studying, depending on when you test.

What is changing on the NCE in 2027?

Here is the current NCE, as described in NBCC’s state-licensure candidate handbook[2], next to the 2027 form[1]:

Not new, but worth knowing: the 2027 specifications note that the NCE is available in Spanish, with a pop-up that shows a question in English[1].

Where do the six new domains come from?

NBCC ran a national work analysis in 2024 and 2025: interviews, eight focus groups with more than 100 counselors and counselor educators, and a validation survey answered by more than 14,000 counselors. It was finalized in October 2025 and identified 101 core work tasks, grouped into six domains[1]. The same analysis, and the same six domains and weights, also underpin the 2027 NCMHCE; see the shared 2027 blueprint.

2027 domainWeightWhat lives here
1. Professional Development & Counselor Self-Awareness (1A, 1B)15%Consultation, supervision, continuing education, and training in the ethical and legal use of AI (1A); compassion fatigue, vicarious trauma, boundaries, and competence to work with a given client (1B).
2. Intake & Assessment (2A, 2B)18%Intake, informed consent (including consent for telemental health), and collateral information (2A); assessing trauma, substance use, and risk to self and others, the mental status exam, screening instruments, level of care, and diagnosis with DSM-5-TR and ICD-11 (2B).
3. Treatment Planning & Continuity of Care (3A, 3B)15%Prioritizing problems, SMART goals and objectives, building and revising the plan with the client, and behavioral management plans (3A); referrals, aftercare and discharge plans, relapse prevention, plans for disruption of service, and termination criteria (3B).
4. Provision of Counseling Interventions20%Core counseling skills, empirically supported interventions, couples/family and group work, crisis intervention and de-escalation, psychoeducation, culturally responsive work, and monitoring and resolving therapeutic ruptures.
5. Indirect Client Care12%Collaborating with support systems, community stakeholders, and other treatment providers; keeping referral resources current; clinical documentation; securing translation services; and documenting self-reported medication effects.
6. Legal & Ethical Compliance20%Ethics and law, plus the practice-management tasks: telemental health guidelines and compliant platforms, AI tools in practice, the Counseling Compact, billing and reimbursement, EHRs, marketing, liability insurance, and emergency preparedness.

Weights are for domains only

NBCC publishes a weight for each of the six domains. The 1A/1B, 2A/2B, and 3A/3B subdomains organize the task list but carry no published share of their own, so be wary of any source that gives you one.

What is newly emphasized on the 2027 NCE?

Most of the 101 tasks describe work any counselor would recognize. A handful are new or much sharper than anything the current outline names, and they cluster around how counseling is practiced now[1]:

  • Artificial intelligence: training in the ethical and legal use of AI (1A), and using AI in practice, including technology-assisted tools such as AI note takers (6).
  • Telemental health: informed consent specific to telemental health (2A), best-practice guidelines, and compliant platforms (6). Start with the free topic page on telebehavioral health ethics.
  • License portability: practicing under the Counseling Compact[3] (6). See Counseling Compact and license portability and our post on telehealth across state lines.
  • Billing and reimbursement: third-party reimbursement, insurance panels, and documentation that supports reimbursement (6). The clinical documentation topic covers the record-keeping side.
  • Running a practice: emergency preparedness plans, EHR/EMR use, appropriate marketing including social media, and professional liability insurance (6).
  • Diagnosis: ICD-11 diagnostic criteria alongside DSM-5-TR, and lethal means restriction as part of assessment (2B). Review DSM-5-TR structure and use and suicide risk assessment and safety planning.
  • Therapeutic ruptures: monitoring and resolving them as a named intervention task (4).
  • Indirect care details: securing translation services and documenting self-reported medication effects (5).

NBCC also lists supplemental study areas it says are most likely to appear: common presenting concerns (anxiety, depression, grief, dissociation, abuse and violence, substance misuse, suicidal and homicidal thoughts), more than two dozen theoretical frameworks from CBT and person-centered therapy to IFS, Gottman, and Krumboltz, and tools such as the MSE, PHQ, C-SSRS, PCL, AUDIT, the ACEs questionnaire, genograms, and the 988 Lifeline[1].

How does the 2027 scaled score work?

Instead of a raw score next to your form’s passing score, the 2027 report gives a scaled score from 100–500. A 360 passes on every form[1]. You get an unofficial score report at the end of the exam with a preliminary pass/fail result and general feedback for each domain.

The scale is not a percentage, and NBCC says so in plain terms: the scale does not represent raw scores and cannot be turned into percent correct, so a 400 is not 400 out of 500 or 80%[1]. The passing standard is still set from the questions themselves; the scale is how NBCC reports results so that 360 means the same thing on every form, even when one form came out slightly harder than another. NBCC publishes no table for converting raw scores to scaled scores. How today’s raw cut scores work is covered in how the NCE is scored.

What stays the same?

  • Time: 225 minutes of testing on both forms. With fewer questions, that is about 79 seconds per question on the 2027 form.
  • How the bar is set: subject-matter experts still review each item in an Angoff standard-setting process, and later forms are still equated to that standard[1, 2].
  • Criterion-referenced: you pass or fail against the standard, not against other candidates[1, 2].
  • The knowledge base: the content is still the counseling master’s curriculum: theories, helping skills, assessment, diagnosis, development, career, group work, and ethics. The new domains reorganize that material around work tasks; they do not replace it. Our NCE study guide by CACREP area walks through it.

What does this mean for how you study now?

Testing before July 1, 2027

Prepare for the current form: 200 four-option items and the current weights, where Counseling Skills and Interventions (30%) and Areas of Clinical Focus (29%) carry most of the points. The NCE domain map lays out where to spend your time. If your date is close to the switch, our post on taking the NCE before or after July 2027 works through the decision.

Testing on or after July 1, 2027

  • Give ethics, law, and practice management real time. Legal & Ethical Compliance alone is 20%; the closest current domain, Professional Practice and Ethics, is 12%.
  • Learn the new task areas above (AI, telemental health, the Compact, billing, emergency preparedness, ICD-11, ruptures). They are small individually and easy to skip.
  • Practice with three options so the format feels routine by test day. More in three-option questions on the 2027 NCE.
  • Rehearse the two-half structure: review inside each half, then submit it and let it go.

Either way, the core content is the same, so nothing you study now is wasted. For general pacing and elimination habits, see NCE test-taking strategies.

Practice on the 2027 format in CaseSavvy

CaseSavvy’s full-length NCE practice exam lets you choose the form each time you sit it: the current NCE (200 items, four options) or the 2027 NCE. The 2027 sitting has 170 three-option items (140 scored and 30 unscored), split into two halves of 85 with a break after item 85. Review is limited to the half you are in, and the first half locks once you submit it. All 2,455 questions in the bank are mapped to a 2027 domain, with each item’s least plausible distractor removed in an audited mapping to make the three-option version.

The score report shows your raw score out of 140 and a percentage, results by 2027 domain, and where you fall against an estimated passing band of 86–97 of 140 (61–69%). That band is clearly labeled as an estimate and deliberately conservative. We do not print a 100–500 number, because NBCC publishes no raw-to-scaled conversion, and inventing one would be fake precision. The practice-exam walkthrough is in the 2027 NCE practice test.

Frequently asked questions

What is changing on the NCE in 2027?

From July 1, 2027 the NCE has 170 multiple-choice questions with three options each, of which 30 are unscored field-test items, so 140 are scored. Content is organized into six new domains from NBCC's 2024–2025 work analysis, review is allowed within each half of the exam, and results are reported as a scaled score from 100 to 500 with 360 passing.

What are the 2027 NCE domains and weights?

Professional Development & Counselor Self-Awareness 15%, Intake & Assessment 18%, Treatment Planning & Continuity of Care 15%, Provision of Counseling Interventions 20%, Indirect Client Care 12%, and Legal & Ethical Compliance 20%. These are the same domains and weights as the 2027 NCMHCE.

Is a 360 on the 2027 NCE a percentage?

No. Scaled scores run from 100 to 500 and 360 passes on every form. NBCC states that the scale does not represent raw scores and cannot be converted to percent correct; a 400 is not 80%.

What stays the same on the 2027 NCE?

Testing time is still 225 minutes, the passing standard is still set by subject-matter experts with an Angoff process and equated across forms, and the exam is still criterion-referenced, so you are measured against the standard rather than against other candidates.

How much time per question will I have on the 2027 NCE?

225 minutes for 170 questions works out to about 79 seconds per question, with an optional 15-minute break at the halfway point.
